guile strategy? this thread has my name on it....
use his light sonic boom the most, its very effective. you can follow it by dashing forward to do a basic combo.
learning how to cancel his sonic boom to his super is very VERY difficult unless you have a joystick.
to do his flash kick to super: charge :downleft: :upright: :kick: 2X
you basically you need to do his flash kick twice in a row quickly
to do his sonic boom to his super: charge :downleft: :right: :punch: :downleft: :upright: :kick:

On a pad that's slightly more difficult. It's easier to do:
:downleft: (2) :upright: :kick: :right: :downright:  :downleft: :left: :upleft: :kick:

I haven't yet gotten that to work if the opponent isn't grounded, I'm not sure if it's just not possible or if i'm just not fast enough. I haven't really practiced it to death in the training room, though, so in the heat of a match is probably not the best of places to try to nail execution.

You have to cancel before Guile leaves the ground. Any later and it wont work.

a good strong combo that was altered in super was
jump :HK: , :downright: :HK: , then followed by any flash kick.
in vanilla you could only do an ex but they have changed it to where you can land any flash kick and ex does two hits.

also to combo his ultra 2 you can pretty much have to antiair counter into it. either do light flash kick at the peak of their jump or  :HP: .

the easiest way to combo his super is to start it off a :downleft: :MP: , then either follow up with
:right: :MP: , :downleft: , :upright: :HK: or :upright: :MK: , :downleft: :upright: :MK:
